how do you add effects into photoshop?

i downloaded some effects but i don’t know how to add them into photoshop please help me.

what do you mean by effects? like brushes? if that’s the case, you click
on the brush tool, then in your brushes box, click on the arrow on the
right, then click on “load brushes”
